Planning & Zoning Guidelines for verbal and written statements to be submitted as evidence:

1.  Individuals who desire to speak at the hearing will be required to list their names and addresses on a sign-up sheet.  Each individual will be given three minutes to speak.  There will be no opportunity to speak a second time.

2.  Written comments that are signed under oath and notarized may be submitted in lieu of testimony or to support testimony.  Such comments may not be longer than 10 one-sided pages, double-spaced in 12-point Times New Roman font, with 1-inch margins. If individuals or groups wish for written comments to be distributed to commissioners before the night of the hearing, those comments must be submitted to the attention of Kylie Donnally at 109 Short St, Harrodsburg, Ky 40330 by hand delivery or emailed as an attachment to planning@mercerky.com until 4:30p.m. on Friday, April 24th

3.  Noncompliant comments will not be considered as evidence in the record of the public hearing.  Notaries in Kentucky can administer oaths, and a compliant document will have the following phrase or similar at the end, filled in by a notary:  “The foregoing was subscribed and sworn to before me, and any factual assertions made therein were verified to be true to the best of the declarant’s knowledge and belief, by __________, who is personally known to me or who proved their identity to me, this the ____ day of ______, 2026.”

Important Details for the public hearing:
  • First and foremost, EVERY person in that building makes an impact. Even if you are not speaking, standing in solidarity with your community makes a statement. Wear blue.
  • This public hearing is about the proposed ordinance. It is recommended that you keep your statements factual, to the point, and include recommendations for the ordinance if possible.
  • Consider reviewing the Mercer County Comprehensive Plan. Planning & Zoning must remain compliant with the Comprehensive Plan.
  • Planning must come before zoning. Consider research and arguments that support this concept.
  • Provide 10 copies of your statement for the entire commission. Only the original must be notarized. The remaining can be photocopies.
  • Practice your statement. There is a 3 minute limit. You will be permitted to finish a thought, but extensions will not be made.
  • Yielding time to another speaker will not be permitted. You only get one opportunity.
  • The ability to speak at this public hearing is not limited to Mercer County residents.
  • Written statements may be provided in lieu of or in support of verbal statements. See the above guidelines from Planning and Zoning for compliance.
  • If you would like help in selecting a topic or proofreading your statement, please email dfloyd0082@gmail.com
